Charrette on July 20, 2024: Improving the site plan at the 16th St. Station

Key Takeaways

  1. City should investigate 18th Street public access status. This area might be used, shifted, narrowed, or become part of project to allow more flexibility in the site plan

  2. Priorities

    1. Station Reuse

    2. Views of historic resources from Wood Street and Frontage Road

    3. Public use of public areas

  3. Densify and consolidate housing or reconfigure it to allow better visual and physical access to historic area

  4. Historic resources should be protected, maintained, and made attractive in the interim

  5. There are opportunities to connect the development and surrounding community, including other developments and Raimondi Park

  6. There are options to add additional units in the program

  7. Both massing and architectural design should be more sensitive and deferential to the historic resources and to the neighborhood context

Table A

Main Idea: Keep area clear in front of station and baggage wing

Option A

  • Retain building type, but relocate away from station

  • Add two 4-unit buildings at corners of current plaza space

  • Platform space could be used as a market

  • Narrow access parallel to Frontage Road is one-way: increase space between Frontage Road housing and platform/back of station

Option B

  • Looked at 18th Street

    • Identified as public access, but maybe not a road, or not a full-width roadway

    • Is there potential for adjusting the site plan?

  • Divides housing on Frontage Road to retain view from that side

  • Open space view to Signal Tower

  • It's greener

  • Outdoor space for community

  • Building type raised over one layer of parking

  • About 56 parking spaces under 32 units

  • Plus elevator

  • Make the signal tower one special unit

  • Retain unit type, but reposition

  • Yield: 91 units

Table B

  • Elevate Frontage Road units, add trees on Frontage Road

  • Put buildings around perimeter

  • What about parking on Frontage Road?

  • Maybe move the signal tower?

  • Put a child care facility on the plaza?

  • Make a curved pedestrian lane which can double as fire lane

  • Finer grain, facilitates more walking

  • Using Frontage Road for parking

  • Narrower Frontage Road

  • Higher, denser buildings to the north part of the site

  • Number of units 50+

  • Podium buildings

  • Possibly a parking structure?

Table C

  • Concept of higher at north and south edges, lower in center toward station

  • Possibly a greater number of units (100+)

  • "Bowl" idea, lower at station, higher on edges

  • Consider that there is housing along Frontage Road in development to south of station

  • Possible taller along Frontage Road, but with a break

  • Moves view access to north to reveal station and baggage wing, potential additional building (dotted line) along 16th Street

Table D

  • Remove housing along Frontage Road and replace with parking

  • Add parking under platform area

  • Expand platform to create an elevated walkway area, which could connect with surrounding residential area

  • Stack units in higher denser buildings on north side, parking underneath

  • 164–200 units

  • Expand tree canopy
